Historically, expansion teams in pro sports are bad. And they are bad for a long time. However, the NFL stacked the deck for the expansion drafts and both the Jaguars and Panthers were relatively good early. It seems the league did not want a repeat of the expansion Tampa Bay Buccaneers when they lost 26 straight games in 1976 and 1977! The Jacksonville won 4 games in their first season and the Carolina won 7. Not bad. The following year both made the playoffs as the Jaguars went 9-7 and the Panthers finished 12-4.
