Tennessee or Washington during renewed calls for the QB to return to the NFL.
Kaepernick started the peaceful protest movement of kneeling during the national anthem in 2016 and became a free agent in '17.
Fowler said that Kaep could be a good fit for the Titans "since they love to run that action." He also said that the Redskins and Jaguars could use Kaepernick since both teams lack "quarterback quality."
Fowler said the Chargers could use Kaepernick because he could help give rookie Justin Herbert "a true redshirt year" by rolling with Tyrod Taylor and the former 49er.
